Dr Libor Lochman has been Executive Director of the Community of European Railway and Infrastructure Companies (CER) since January 1st 2012.
Libor Lochman, born in 1963 in Czechoslovakia, graduated at the Transport University in Zilina and has a doctorate in electronics from the West-Bohemian University Plzen. He has a strong background in Control-Command and signalling systems.
Prior to his role as CER Deputy Executive Director and leader of technical affairs (2007-2011), he acted as director of the Railway Test Centre, a facility for testing European rolling stock, infrastructure and signalling components, in Prague (2000-2005). -

Mr. Ralf-Charley Schultze is 55 years old and lives in Vienna with his family. Before going to Austria he was responsible during five years within the freight department of the Swiss railways (SBB Cargo) for the combined traffic, the automotive business and the partner management. In this time he had the opportunity to practice liberalization and to experience so called coopetition. He has an international background, speaks fluently five languages and studied law in Germany, France and England. 10 years in different logistics and forwarding companies in Europe gave him a solid logistics background and enabled him understanding, organizing and implementing logistic processes, meeting the real needs of the market. From 2009 to 2013 he was director for multimodal logistics within the GEFCO group, responsible for the development of multimodal business all over Europe, with a strong focus on Eastern Europe, Russia and Central Asia. Since 1 January 2014, Mr. Ralf-Charley Schultze is President of the UIRR, the international union for road-rail combined transport in Brussels.

Sebastian Stern is a senior partner in McKinsey & Company's Hamburg office and leads McKinsey's Public Sector Practice in Germany. He is also responsible for the McKinsey Implementation in Germany, supporting public and private sector clients in the implementation and change management of jointly developed strategies. He has significant experience in supporting the public sector, infrastructure and transportation clients, focused on strategic questions (e.g. growth strategies, market entry strategies) and service operations (e.g. lean operations).
Sebastian holds a master's degree in business administration from the University of California, Los Angeles, USA, and a Ph.D. in organization of growth companies from the Wissenschaftliche Hochschule für Unternehmensführung, Koblenz.

He completed additional management training under the IE Brown Executive MBA program.
He has been working in Russian Railways since 2009. Before his appointment, he held the positions of chief engineer and deputy head for development of the Center of Corporate Transportation Services of Russian Railways. Dmitry was appointed as CEO of RZD Logistics JSC on 31 December 2019.
